ENROLL TODAY. IT’S YOUR MONEY!
The collective RRSP (Registered Retirement Savings Plan) for employees covered by the Decree respecting personnel in the traffic control industry in Québec has been in effect since February 24, 2023. The Parity Committee for personnel in the traffic control industry in Québec is responsible for administering this collective RRSP at no cost. However, financial management falls under the Fonds de solidarité FTQ.
All permanent employees (as defined in SECTION II – DEFINITIONS, Article 2, Paragraph 8 of the decree) are eligible. The employer must pay the contribution for its eligible employees. A contribution of $0.10 per paid hour is currently stipulated in the Decree. The Decree also allows eligible employees to make a voluntary contribution through source deduction.
The mandatory employer contribution does not apply to employees who have reached the age of 71 or those who do not meet the membership criteria of the Fonds de solidarité FTQ. However, the stipulated mandatory contribution must be paid to these employees as a benefit.
How to enroll in the plan?
Even if you do not make a voluntary contribution, you are required to complete an online or paper enrollment form so that the amounts paid on your behalf by your employer can be deposited into your account.
To access the dedicated Fonds de solidarité FTQ telephone line for employees covered by the Decree, dial 514-850-4864 from Monday to Friday between 9 a.m. and 8 p.m.

The employer must send the previous month’s data via a monthly payroll report and the mandatory and voluntary RRSP contributions to the Parity Committee on the 15th of every month.

TRANSFER TO THE FSTQ
- The Parity Committee deposits the amounts received by cheque; a 14-day hold period is required before transfer to the FSTQ.
- At the same time, the Committee validates the data until full compliance is achieved. The subsequent processing of the monthly payroll report data generates a file ready for transfer to the FSTQ.
- Once a month, the Parity Committee transfers the funds and related data files to the FSTQ.
