The CPPISRQ (Parity Committee for Personnel in the Traffic Control Industry in Québec) is a non-profit organization responsible for the administration and enforcement of the “Decree respecting personnel in the traffic control industry in Québec” under the Collective Agreement Decrees Act.
The Collective Agreement Decrees Act allows parties to a collective agreement to request the government to extend certain provisions of the agreement to all employers and employees in the sector where they operate. A decree is the legal extension of a collective agreement.
Not all provisions of the negotiated collective agreement become part of the decree, but mainly those of a pecuniary nature, such as wages, leave, overtime, etc. By requesting a decree, the contracting parties aim to prevent unfair competition from employers who are not subject to a collective agreement, ensuring that salaries and working conditions are not a competitive factor.
In the traffic control industry, various tasks were initially integrated into the Security Officers’ Decree during the 1990s and subsequent years. On February 24, 2023, the industry established its own decree: “Decree respecting personnel in the traffic control industry in Québec.”
The CPPISRQ ensures the implementation, compliance, and promotion of the provisions outlined in the Decree, aiming to uphold the rights of employees while fostering fair competition among employers in the industry.
Development and Governance
In the initial years of operation, the Parity Committee for Personnel in the Traffic Control Industry in Québec aims to establish an administrative and operational structure that facilitates:
The Committee also aims to raise awareness among those subject to the decree and the general public. To achieve this, priority will be given to the implementation of a communication plan, tools, and information regarding the Decree and the practices of the Committee.

The Parity Committee is governed by a board of directors composed equally of employer and union representatives from associations that negotiated the collective agreement subject to legal extension.

The Collective Agreement Decrees Act also stipulates that the contracting parties must establish a parity committee responsible for overseeing the application of the Decree. The board of directors appoints a general manager, along with inspectors and office staff, to ensure the committee’s continuity and oversee the implementation of the Decree.
All employers and employees, whether unionized or not, are subject to the Decree and are required to contribute to the financing of the activities of the Parity Committee.
The Annual Report of Activities, required by the Collective Agreement Decrees Act (R.S.Q., c. D-2, s. 23), aims to inform the Minister of Labour about the outcomes achieved regarding the application of the current regulations and to gather data essential for assessing requests.
